Bylaw I. Membership
Section 1. Type of Members
Any University of Texas at Austin student currently enrolled in both Longhorn Band and The University of Texas shall be eligible for membership. As dictated by the University of Texas Office of the Registrar, enrollment is defined as having registered for, paid for, and currently attending regular classes (not including correspondence or extension courses). A special exception may be made providing membership for band members currently enrolled at UT but not in an approved ensemble. These exceptions only include members who are participating in Co-ops or internships, student teaching, studying abroad, December graduates, or those who have other conflicts excused by both the LHBSA Council and the LHBSA Sponsor. To obtain membership by special exception, a member must communicate with the directors and be excused from participation in an excused ensemble. This membership exception pertains only to LHBSA activities and awards. In addition to these qualifications, a member must pay a non-refundable initiation fee and payment of dues for the year, in accordance with Bylaw II as stated below. Both enrollment and monetary qualifications must be met for membership.
Section 2. Privileges of Membership
A. Members of LHBSA shall have all rights of participation allowed by parliamentary procedure at General Association Meetings. Members may hold an elected position on the Council in accordance with Bylaw III. Members are entitled to free entry to the annual LHB Holiday Party, free participation in all LHBSA sponsored sporting events, a Spring Banquet ticket, and shall receive a lettering award as a reward for a full year of participation in LHBSA.
B. Members of Longhorn Band who have not fulfilled the requirements of membership in LHBSA are entitled to attend General Association meetings and speak.
Section 3. Council Elections
In order for a member of LHBSA to receive a lettering award, the member is required to attend the Spring Elections. Non-members are allowed to attend elections. Both members and non-members may vote at these elections.
Section 4. Lettering Awards
LHBSA members shall receive a lettering award on a level corresponding to the number of years that the member has paid LHBSA dues. Individuals may purchase lettering awards on a level higher than the number of years in which the individuals have been an LHBSA member if the individuals pay a year’s worth of dues for each lettering award beyond their current level. No one may purchase lettering awards at a level beyond the number of years which the members have been in Longhorn Band. All graduating members of LHBSA are eligible to purchase a set of Longhorns. LHBSA members eligible to purchase Longhorns, but who have been in LHBSA less than 4 years, will be required to purchase Longhorns at an increased price. No one who has been a member of LHB less than 4 years may purchase horns if the member plans to continue studying at UT as an undergraduate the semester after purchasing Longhorns.
Section 5. Procedure for Member Removal
At such times as it is felt that the actions of an LHBSA member are detrimental to the best interests of LHBSA, recall proceedings may be initiated by 7 voting members or three council members. A three-fourths majority of the voting membership or council shall be required to remove the member in question. A member may not be removed in any other fashion.
Section 6. Membership Restriction
In accordance with Sec. 6-202(a)(2) and Sec. 6-302 of the Institutional Rules on Student Services and Activities and Information on Students' Rights and Responsibilities, this organization restricts membership to students, faculty members, and staff members of the University.
Section 7. Eligibility of Membership
In accordance with Sec. 6-202(a)(3) of the Institutional Rules on Student Services and Activities and Information on Students' Rights and Responsibilities, this organization may not deny membership on the basis of race, color, religion, national origin, gender, age, disability, citizenship, veteran status, sexual orientation, gender identity, or gender expression, except that a registered student organization created primarily for religious purposes may restrict the right to vote or hold office to persons who subscribe to the registered student organization’s statement of faith; and a registered student organization may restrict membership based on the provisions of Title IX of the Education Amendments of 1972.
Bylaw II. Dues
Members shall pay activity fees as a condition of membership for each academic year. These fees will be controlled by the Council and used for the business of LHBSA as stipulated by the budget. The Council shall set and enforce a deadline for the payment of these fees, and may do so in any manner deemed convenient. New members shall pay a one-time initial fee upon their first semester in Longhorn Band to finance the New Member Program. Council members must pay LHBSA dues during the Early Bird Period, as determined by the Vice President Finance, except under special circumstances, as determined by Council.
Bylaw III. Officers
Section 1. Holding Office
A. Running for Office
In order to seek an office, a member must meet all requirements for the office the member is hoping to fill. If any office is being run uncontested, nominations may be taken from the floor at the time of elections. Each nomination must be seconded and the nominated person has the right to accept or reject the nomination. If a candidate running for a position does not win their primary office, the candidate retains the right to choose to run for a secondary position at the time of elections. Additionally, requirements other than being a member of LHBSA, for a specific office may be withdrawn if no other suitable candidate applies for a specific office.
B. Re-election Restrictions
All officers are eligible for re-election to any office. No member may hold more than one elected office, one appointed ex-officio office, or one elected and one appointed ex-officio office at the same time. No member may hold the same office for more than two terms.
C. Entering Office
Elections of the President and Vice Presidents shall be held during the Spring Elections at the General Association Meeting. Appointments for the rest of Council, other than New Member Advisors, New Member Representatives, and Ex-Officios, shall be held after Spring Elections but before the end of the spring semester, as seen fit by the newly elected President. Elections for the New Member Advisors shall be held during the fall semester. Newly elected officers shall enter office at the Spring Awards Banquet. At their respective times, outgoing council members will relinquish their office.
D. Attendance Policy
All officers are allowed two unexcused absences during each semester to maintain voting rights for that semester. Each officer is allowed three unexcused absences during each semester to maintain his/her position on Council. If the allowed absences are exceeded, the recall process outlined in Bylaw III, Section 5 will be followed. Ex-officio officers are not required to attend regularly scheduled Council meetings, unless notified ahead of time in case of a planned vote or desired input on an issue. If an officer is absent during an important discussion about a subject to be voted on, the officer will have to be briefed on the subject matter before being allowed to vote on it, as seen fit by Council.
Section 2. Officers’ Duties and Requirements
A. President
1. Duties
The President shall be the chief executive officer of LHBSA. The Presidents duties include presiding over any and all General Association or Council meetings, assisting and overseeing the Vice President Finance in budgetary matters, participating in all LHBSA committees in a non-voting capacity, and acting as a representative of Longhorn Band at any time one is needed. The President’s vote is used only when needed to break a tie. The President, with the help of the Vice Presidents, is responsible for appointing all appointed offices.
2. Requirements
A current member of LHBSA may run for the office of President if the member has fulfilled the lettering requirements of LHBSA for five semesters, has previously served on council, and is currently enrolled in both Longhorn Band and The University of Texas at Austin, or as otherwise stated in Bylaw I, Section I and Bylaw III,Section 1.
B. Vice President Finance
1. Duties
The Vice President Finance shall serve as chief financial officer of LHBSA, being responsible for all receipts and disbursements of LHBSA. The member will manage the collection of all activity fees and payments of any debts of LHBSA. The Vice President Finance shall keep accurate records of the accounts of LHBSA. The member shall prepare an annual budget in the summer of each academic year and will prepare a status of the budget report for each Council meeting.
2. Requirements
A current member of LHBSA may run for the office of Vice President Finance if the member has fulfilled the lettering requirements of LHBSA for three semesters, has previously served on council, and is currently enrolled in both Longhorn Band and The University of Texas at Austin, or as otherwise stated in Bylaw I, Section I and Bylaw III, Section 1.
C. Vice President Social
1. Duties
The Vice President Social shall be responsible for the organization of the spring banquet, the Holiday Party, intramural sports teams, and any additional social events that Council chooses to organize for members of LHBSA. The VP Social is able to form a committee and/or enlist help within LHBSA to accomplish any of these goals.
2. Requirements
A current member of LHBSA may run for the office of Vice President Social if the member has fulfilled the lettering requirements of LHBSA for three semesters, has previously served on council, and is currently enrolled in both Longhorn Band and The University of Texas at Austin, or as otherwise stated in Bylaw I, Section I and Bylaw III, Section 1.
D. Vice President Membership
1. Duties
The Vice President Membership shall be in charge of overseeing all members of LHBSA to determine their standing with the organization. The Vice President Membership is responsible for the collection of annual dues and organizing all matters related to lettering awards.
2. Requirements
A current member of LHBSA may run for the office of Vice President Membership if the member has fulfilled the lettering requirements of LHBSA for one semester and is currently enrolled in both Longhorn Band and The University of Texas at Austin, or as otherwise stated in Bylaw 1, Section 1 and Bylaw III, Section 1.
E. Vice President of Service
1. Duties
The Vice President of Service shall be responsible for sustaining the Longhorn Band's composting initiative including: remaining in compliance and communication with Resource Recovery, working with the VPF of KKY to provide compostable meals from LHB at home, and ensuring the sustainability committee persists while assisting the sustainability chair whenever necessary. Additionally, the Vice President of Service may organize environmental volunteering opportunities for LHBSA with emphasis on inclusion to promote connections across sections and organizations.
2. Requirements
A current member of LHBSA may run for the office of Vice President of Service if the member:
1) Has fulfilled the lettering requirements of LHBSA for three semesters and is currently enrolled in both Longhorn Band and The University of Texas at Austin and;
2) Either:
A) Has served on council for at least one year or;
B) Has served on the Sustainability Committee for one year
Otherwise, a current member of LHBSA may run for the office of Vice President Service as stated in Bylaw I, Section I and Bylaw III, Section 1.
F. Executive Chair
1. Duties
The Executive Chair shall be responsible for keeping an accurate record of all General Association and Council meetings, in accordance with the rules of parliamentary procedure, including attendance for Council meetings. Minutes of open meetings shall be posted within one week of the date of the meeting. Minutes of closed meetings shall be kept on file for the reference of the Council. The Executive Chair is responsible for structuring Council meetings around the Meeting Procedure, as detailed in Bylaw IV, Section 1.2. The Executive Chair is also responsible for sending out weekly emails to the members of LHBSA and maintaining the LHBSA website.
2. Requirements
A current member of LHBSA may be appointed as outlined in Bylaw VI, Section 6 if the member is currently enrolled in both Longhorn Band and The University of Texas at Austin, or as otherwise stated in Bylaw I, Section I.
G. New Member Advisors
1. Duties
The New Member Advisors shall assist the Directors of the Longhorn Band and the Council in the administration of the New Member Program and recruiting efforts. The New Member Advisors shall advise the new members of Longhorn Band in accordance with the policies of the Directors, the Council, and the New Member Committee, which the New Member Advisors shall chair. It will be their responsibility to see that the spirit and traditions of the Longhorn Band are instilled in all incoming members. The New Member Advisors will oversee the elections for the New Member Representatives, and serve as the voting representatives of the New Member class in all Council matters.
2. Requirements
A current member of LHBSA may run for the office of New Member Advisor if the member has fulfilled the lettering requirements of LHBSA for three semesters and is currently enrolled in both Longhorn Band and The University of Texas at Austin, or as otherwise stated in Bylaw I, Section I.
3. Elections
New Member Advisor elections will occur at the end of the Fall Semester, as organized by the previous New Member Advisors with the help of the rest of Council. The candidates will begin with a speech and then to decide the New Member Advisors the candidates will be voted on using the Single Transferable Voting election procedure.
4. Transitional Period for New Member
Advisors From the time of New Member elections to the end of the current academic year, the outgoing New Member Advisors will retain the option of being able to attend open and closed council meetings. Any council member can request mandatory attendance for a meeting at any time. The outgoing New Member Advisors will not be able to vote on council matters, but merely serve as mentors to the New Member Advisors and provide input on council matters.
H. Parliamentarian
1. Duties
The Parliamentarian shall assist the President and Council members in any manner or project deemed necessary. The Parliamentarian shall interpret and update the Constitution and Bylaws of the Longhorn Band Student Association. The Parliamentarian, along with the President, shall coordinate, run, and oversee all council officer elections. The Parliamentarian and other graduating officers are the only council members permitted to count votes.
2. Requirements
A current member of LHBSA may be appointed to the office of Parliamentarian as outlined in Bylaw VI, Section 6 if the member is currently enrolled in both Longhorn Band and The University of Texas at Austin, or as otherwise stated in Bylaw I, Section I.
I. Fundraising Chair
1. Duties
The Fundraising Chair shall assist the Vice President Finance with maintaining the annual budget and overseeing membership accounts.
2. Requirements
A current member of LHBSA may be appointed to the office of Fundraising Chair as outlined in Bylaw VI, Section 6 if the member is currently enrolled in both Longhorn Band and The University of Texas at Austin, or as otherwise stated in Bylaw 1, Section 1.
J. Events Chair
1. Duties
The Events Chair shall assist the Vice President Social with their responsibilities planning Holiday Party and spring banquet, intramural sports, and any additional social events the Council chooses to organize for members of LHBSA.
2. Requirements
A current member of LHBSA may be appointed to the office of Events Chair as outlined in Bylaw VI, Section 6 if the member is currently enrolled in both Longhorn Band and The University of Texas at Austin, or as otherwise stated in Bylaw 1, Section 1.
K. Historian(s)
1. Duties
The Historian(s) shall be responsible for keeping an accurate record of the activities of Longhorn Band and LHBSA. The Historian(s) may enlist the help of other LHBSA members (Historian Committee) to assist the Historian in their responsibilities.
2. Requirements
A current member of LHBSA may be appointed for the office of Historian as outlined in Bylaw VI, Section 6 if the member is currently enrolled in both Longhorn Band and The University of Texas at Austin, or as otherwise stated in Bylaw I, Section I.
L. Publicity Chair
1. Duties
The Events Chair shall assist the Vice President Membership with their responsibilities. The Events Chair shall be in charge of publicizing events and managing social media pages.
2. Requirements
A current member of LHBSA may be appointed to the office of Publicity Chair as outlined in Bylaw VI, Section 6 with final approval by the President if the member is currently enrolled in both Longhorn Band and The University of Texas at Austin, or as otherwise stated in Bylaw 1, Section 1.
M. Service and Sustainability Chair(s)
1. Duties
Either one or two Service and Sustainability Chairs will be appointed depending on the needs of Council, which is up to the discretion of Council. The Service and Sustainability Chair(s) shall be in charge of promoting and managing community service and sustainability initiatives within Longhorn Band.
2. Requirements
A current member of LHBSA may be appointed to the Service and Sustainability Chair(s) as outlined in Bylaw VI, Section 6 if the member is currently enrolled in both Longhorn Band and The University of Texas at Austin, or as otherwise stated in Bylaw I, Section I.
N. Sports Coordinator
1. Duties
The Sports Coordinator is responsible for the coordination and running of the LHBSA IM Sports teams. The Sports Coordinator will assist and work closely with the Vice President Social to plan and manage these teams. Participation on the teams is not a requirement to fulfill the position.
2. A current member of LHBSA may be appointed as Sports Coordinator as outlined in Bylaw VI, Section 6 if the member is currently enrolled in both Longhorn Band and The University of Texas at Austin, or as otherwise stated in Bylaw I, Section I.
Section 3. Elected Ex-Officio Officers
A. Kappa Kappa Psi, Tau Beta Sigma, and LHBlacks
The Presidents of the Longhorn Band National Honorary Service Fraternity and Sorority, respectively, as well as LHBlacks, shall be elected under the guidelines of their respective organizations and shall serve terms as set by the same. The duties of these officers shall be determined by the President of LHBSA. The Presidents of Kappa Kappa Psi, Tau Beta Sigma, and LHBlacks are voting members of LHBSA.
B. Drum Major
The Drum Major of the Longhorn Band shall be selected by the Directors and Section Leaders. The duties of the Drum Major shall be determined by the President. The Drum Major is a voting member of LHBSA.
C. New Member Representatives
1. Duties
Two New Member Representatives shall be elected to serve as liaison between the new member class and the Council. The New Member Representatives shall assist the New Member Committee in the implementation of the New Member Program and report to the new member class the activities of the Council and the New Member Committee. The New Member Representatives are voting members of LHBSA.
2. Elections
These elections will take place after The University of Texas Longhorn Band has been selected and will be overseen by the New Member Advisors and the New Member Committee. Only new members of Longhorn Band may vote, and all voters must be physically present at the election. Single Transferable Voting will be used as the election process for New Member Representatives in order to determine the New Member Representatives.
Section 4. Vacancy in Office
An office shall be considered vacant when the office holder has withdrawn from school or band, submitted a letter of resignation to the Council, or no longer meets the requirements to be a member of LHBSA as stated in Bylaw I, Section I.
1. President
In the event of a vacancy in the office of President, an election will be held to fill the position with either the current Vice President Social, Vice President Membership, or Vice President Finance. Until the position is filled, the Executive Chair will act as President, taking care of responsibilities that would be handled by the President, but not officially being named the President. The election is to be held within a month of the date that the former President leaves office, and all current members of Council other than the Vice Presidents are eligible to vote in the election. The empty Vice President position that results from this replacement will be filled as outlined in Bylaw III, Section 4.2.
2. Vice President
In the event of a vacancy in the offices of Vice President Social, Vice President Membership, or Vice President Finance, a member of LHBSA Council will be appointed to the position at the discretion of the Council. Until this appointment, the chair of the vacant position (Fundraising Chair in case of vacant Vice President Finance, Events Chair for Vice President Social, and Publicity Chair for Vice President Membership) will take over the responsibilities of the vacant position.
3. Other
In the event of a vacancy in an office other than President or Vice President (including the New Member Advisors or the New Member Representatives), a member of LHBSA will be appointed to the position at the discretion of the Council. If the vacancy occurs after March 1st, the position will not be filled until a new Council is elected for the following year. In this case, the rest of Council will pick up the duties of the vacant position.
Section 5. Recall
At such times as it is felt that the actions of an LHBSA officer are detrimental to the best interests of LHBSA, recall proceedings may be initiated by 30 voting members or three council members. A three-fourths majority of the voting membership or council shall be required to remove the officer in question. An officer may not be removed in any other fashion.
Bylaw IV. Meetings
Section 1. Regular Meetings
1. Definition
A Council meeting is defined as an open meeting of the Council of the Longhorn Band Student Association. The Council reserves the right to hold closed meetings when deemed necessary or appropriate with 24 hours notice. The meetings shall be held in accordance with the Constitution of LHBSA and the rules of parliamentary authority.
2. Procedure
Council meetings shall be a forum for discussion of the business of LHBSA for the Council. Anything pertinent to LHBSA may be discussed at a Council meeting by a Council member. Each Council member must contact the Executive Chair by the end of the day prior to each regular meeting to summarize the business that the Council member will discuss in the meeting. No contact is required if one has no business. At each meeting, there is a soft time limit of five minutes on each person’s business, as managed by the Executive Chair. After all planned business is discussed, there will be a miscellaneous section at the end for other discussion. Any and all actions of the Council must be preceded by the approval of a majority of the Council members in a Council meeting. All members of the Council may vote in Council meetings. The Council shall have full power and authority to act on behalf of LHBSA in all matters not otherwise defined in this document or in the Constitution of The University of Texas Longhorn Band Student Association.
Section 2. General Association Meetings
For matters of great importance, the Council and LHBSA may at its discretion assemble a General Association Meeting. These meetings shall serve to inform and involve a large portion of LHBSA’s membership. In General Association Meetings, every member has one vote in determining the outcome of the business discussed. In case of a petition, it should be presented to the President and a copy posted on the Council Room door. Upon receipt of this petition, the President must immediately give 2 weeks’ notice to LHBSA of the meeting and its intended purpose. A General Association Meeting shall be required for: a. the discussion of a Bylaw revision, b. voting on special assessments, c. the election of officers.
Bylaw V. Committees
Section 1. Standing Committees
A. New Member Committee
The New Member Committee shall be responsible for determining the content of the New Member Orientation Program. It shall be chaired by the New Member Advisors, and its size shall be determined by the New Member Advisors. The committee will be selected by the New Member Advisors, with the approval of Council, after the election of the New Member Advisors. The committee shall not be restricted to LHBSA members, but must have a majority of LHBSA members. The New Member Representatives shall serve on this committee after their election.
B. Other Committees
Other special committees shall be appointed by the Council as it or LHBSA shall deem necessary to carry out the work of LHBSA. The President shall serve as a non-voting member of all committees. Standing committees may only be created by amendment of the Bylaws of The University of Texas Longhorn Band Student Association.
C. Historian Committee
The Historian Committee shall be responsible for assisting Historian(s) in taking photos of the band and any other actions deemed necessary by the Historians. It shall be chaired by the Historian(s), and its size shall be determined by the Historian(s). The committee will be selected by the Historian(s) with the approval of Council. The committee shall not be restricted to LHBSA members.
D. Sustainability Committee
The Sustainability Committee shall be responsible for helping LHB reach UT zero waste goal. It shall be chaired by the Sustainability Chairs, and its size shall be determined by the Sustainability Chairs. The committee will be selected by the Sustainability Chairs, with the approval of Council. The committee shall not be restricted to LHBSA members.
E. Social Committee
The Social Committee shall be responsible for assisting the Vice President of Social in planning and carrying out all LHBSA social events, such as holiday party and end of year formal. The Vice President of Social will chair this committee, and its size shall be deemed by such. The committee will be selected by the Vice President of Social with approval of the Council. The committee will not be restricted to LHBSA members.
Bylaw VI. Elections
Section 1. Election of President and Vice Presidents
Election of officers in the positions of President, Vice President Finance, Vice President Social, and Vice President Membership require a vote of the entire Longhorn Band at the Spring Elections held within the General Association Meeting. In these instances, Spring Elections shall be held in accordance with the Constitution of The University of Texas Longhorn Band Student Association and the Bylaws of The University of Texas Longhorn Band Student Association. An officer candidate must achieve a majority of the vote in order to win an election. In the case of an election consisting of more than two candidates in which one does not achieve a majority, a runoff will be held between the two candidates who achieve the highest percentage of votes.
Section 2. Voting Procedure
All current members of Longhorn Band, whether LHBSA members or not, may vote in election for Council positions, but not on anything else, including amendments to the Constitution. Voters must submit a ballot or a notice of abstention by the close of each office’s allotted time. Failure to do so may result in the withholding of lettering awards for LHBSA members, at the discretion of the Council. All ballots shall be tabulated at the time of the vote during Spring Elections. Voters will cast their votes electronically or however the Council deems fit. The graduating council members and the Parliamentarian shall oversee all voting procedures.
Section 3. Runoff Procedure
In the case of a runoff, an election will be held between the two candidates with the highest number of votes in the initial election. A majority is needed for the election to be won in this round of the run-off. If there is still a tie in this first round, there will be a revote, in which a majority is needed for the election to be won. If there is still a tie at this point, council, including ex-officios, will vote. A majority of council votes is needed to win the election.
Section 4. Revote Procedure
Revotes should only involve the voting party that was present at the original vote. Reasons for a revote include but are not limited to: evidence of duplicate/invalid votes, error in voting procedure, or inability of at least 25% of the voting party unable to vote. All cases are up to council discretion.
Section 5. Application Procedure
To be eligible to run for a position on Council, one must be available to commit to the desired position(s), as decided by the current Council. This includes but is not limited to: reasonable availability during the following Spring and Summer for New Member Advisors and proof of enrollment for the following semester for any position besides New Member Representative. Any items that come into question are at the discretion of the current Council. Each candidate must fill out an application for his or her first choice office. At that time, a candidate may register their wish to run for exactly one other lower office in the case that the candidate loses their first choice. If a candidate is elected to their first choice, their name shall be removed from the ballots for the lower office. The order of offices, from highest to lowest, is: President, Vice President Finance, Vice President Social, Vice President Membership, Executive Chair, New Member Advisors, Parliamentarian, Fundraising Chair, Publicity Chair, Events Chair, Service and Sustainability Chairs, and Historian. Nominations from the floor may be taken only the day of elections for offices with no candidates.
Section 6. Selection of Other Officers
This procedure will be followed for the selection of Executive Chair, Parliamentarian, Fundraising Chair, Publicity Chair, Events Chair, Service and Sustainability Chairs, Historian(s), and Sports Coordinator. Candidates will submit applications to the elected President for the following year as arranged by the President. Candidates for these positions will be interviewed by a panel of the President and Vice Presidents for the following year, who will select their Council.
Bylaw VII. Quorum
Section 1. Regular Meetings
A quorum at the Council meeting shall consist of three elected officers and two ex-officio officers.
Section 2. General Association Meetings
A quorum at a General Association Meeting shall consist of fifteen percent of the membership of LHBSA. Absentee ballots shall represent the presence of a member of LHBSA at the meeting.
Bylaw VIII. Amending the Constitution
Section 1. Proposing Amendments
Amendments created by the current Council must be proposed and made available to all LHBSA members to view at least 5 days before the amendments are to be voted on. Questions may be asked and the amendment may be revised to fit the needs and concerns of the members.
Section 2. Voting Procedure
Amendments can be voted on at any General Association meeting, which can be called at any time. All amendments can be voted on together, and all amendments must achieve a simple majority vote in order to be officially included in the Constitution. Quorum, 15% of LHBSA, must be present in order to officially vote on amendments.
Section 3. Unusual Circumstances
Under extraordinary unusual circumstances, such as the COVID-19 event of 2020, the president may lax from constraint of the constitution at their discretion with respect to the circumstances at hand in order to fulfill their duty and relieve stress from both the council and the members. The actions undertaken by the president must still act in good faith of the constitution and must not be taken to undermine it.
Section 4. Constitution Updates
All amendments or changes to this constitution must be reflected in an updated constitution that must be submitted to Student Activities in the Office of the Dean of Students at 2609 University Ave., Suite 2.112 within 14 days of its approval.
Bylaw IX. University Compliance
This organization is a recognized student organization at The University of Texas at Austin and shall comply with all campus policies as set forth in the Institutional Rules on Student Services and Activities and Information on Students' Rights and Responsibilities.
Bylaw X. Prohibition of Hazing
State law and Sec. 14-103(3) of the Institutional Rules on Student Services and Activities and Information on Students' Rights and Responsibilities define hazing as any intentional, knowing or reckless act, occurring on or off the campus of an educational institution, by one person alone or acting with others, directed against a student, that endangers the mental or physical health or safety of a student for the purpose of pledging, being initiated into, affiliating with, holding office in or maintaining membership in any organization whose members are or include students at an educational institution.
Bylaw XI. University Advisor
In accordance with Sec. 6-101 (14) and Sec. 6-101(15) of the Institutional Rules on Student Services and Activities and Information on Students' Rights and Responsibilities, this organization may have a University Advisor who is at least twenty-one years of age, is not enrolled as a student at the University, and serves as either:
1. serves as either a part-time or full-time employee of the University.
2. a representative of a national organization that is associated with the registered student organization.
3. a representative of a national organization that is associated with the registered student organization (registered student organizations only).
